How can in create a scroll to section

I'm using GRAV for a blog that I'm managing, In my blog in have Table of contents. What I would like to have is when people click on one of the table of contents that the page automatically scroll to the section. Therefore my question, how can I add a scroll to functionality?

Did you check a single page skeleton? It uses modular page and has what you want IIRC

I have not look into a single page skeleton, what do I need to do to change the blog to an single page skeleton?

And are there no plugins i can just isntall for the scroll to section?

I might've misunderstood. Do you mean you want to do this on a single item? Like adding anchors to titles of content sections? If so, IDK of a quick answer to that
