Need help moving Grav 1.7 site to a new server

UPDATE: got it working using the GitHub link instead of the broken links in learn.getgrav.org.

===

My old server doesn't support PHP 8, so I have a new server up and running. I've moved my other (non-Grav) sites, but am having problems moving Grav. I found an article that said to do a fresh install in the new server then move the /user folder. The problem is, I wasn't able to do a fresh 1.7 install. The page on the Grav docs that lists older versions returns 404 for every link to an older version, so that was a dead end. Next, I tried rsync-ing the entire existing site. Ran into all sorts of things, which I tackled one by one, until I got an error "No input file specified". I tried all the things recommended to fix that, but just couldn't get it working. (I've since nuked the directory so I could start over...)

I can't migrate the old site to 2.x because it doesn't have the necessary PHP version on the old server. (I thought maybe I could install fresh 2.x on the new server, then copy the /user folder...)

The domain name is staying the same. Once it's moved, the old server is going away.

Now that I'm essentially starting over, what's the best way to go about this?

FYI: both "servers" are Digitalocean droplets, and both are running nginx.

Now I feel stupid, lol. I assumed GitHub was just the latest release. I was trying the links on learn.getgrav.org, all of which are broken.
