Question for submitting new skeleton to getgrav.org

Hi,

I just built a new theme and I would like to build a skeleton for it, then submit to Grav site. I found the process for new theme at https://learn.getgrav.org/advanced/grav-development, but I couldn't find one for skeleton.

I have checked many skeleton repositories and I notice that the content of the GIthub repo and the content of the release are different. For example, some skeleton releases have an index.php file which doesn't exist in the repo, some skeletons have "accounts" folder which only exists in the releases.

How should I prepare my skeleton repository before submitting to Grav?
