Pointing Form to 3rd party URL

Is there any simple way to embed a form into the site without utilizing the Forms plugin? I am trying to use my embedded paypal check out link and would like to avoid using paypal's cUrl tools / the custom form handling (as this would further complicate things), Can I create a form template and specify an Internet URL as the action? or perhaps create a page template and include my embedded form in whole?

If you already have a form code to add to a page, just add into the markdown or twig template of a page, it's the easiest solution
