Solved by Paul Hibbitts View solution
Trying to override /user/themes/quark/templates/partials/base.html.twig. I copied base.html.twig with my changes into /user/config/themes/quark/templates/partials/. This doesn't seem to be working and I haven't been able to find better info on where the override file needs to go. Any help?
Also looking for where to put my favicon so that updating the theme doesn't override.
