Note: I did have to then manually install and override the Admin plugin, as well as the other 4 required plugins. That could be expected with the settings I had previously, not sure. Just want to help

Got it. The problem was in apache.conf inside of /etc/apache2. AllowOverride for the directory /var/www/ was set to None. I changed it to All and problems solved. Thanks for the help!

I appreciate the link, but that did not solve the issue. The rewrite was commented out, and I uncommented it. Then systemctl restart apache2 just for good measure.... No dice.
