How to import html theme to grav?

I was create new blank-theme and chanched all css and js files. I was edit base.html.twig and I hope it will works but it dont. The quastion is, what am I doing wrong?

In grav I see a lot of error of js and this is not first time. I was try it before with another site. The same problem: js loaded not well.

yes, I did everything step by step
